Anaheim Woman Wins Rent Control for California Mobile Home Park

After 2 years of campaigning, a grandmother and retired school bus driver in Anaheim, California saw Assembly Bill No. 978 signed into law. AB 978 establishes rent caps in mobile home parks that are located within and governed by 2 or more incorporated cities. Under the law, park owners may not raise the rental rate for a mobile home space by more than 3% plus the percentage change in the cost of living.

A Localized Solution

So far, the only mobile home park in the state that fits this criterion is the Rancho La Paz Mobile Home Park in Fullerton and Anaheim. For the residents there, however, AB 978 is life-changing. Rancho La Paz is home to many senior citizens, who were struggling to survive with unfair rent increases and a lack of intervention from the government.

According to Spectrum News 1, residents of Rancho La Paz “protested, rallied, and spoke to elected officials at all levels to push for rent control.”

Expanding Protections

Now, officials are examining ways to get statewide protection for mobile home parks across California. Meanwhile, residents in other mobile home parks are trying to emulate the success of Rancho La Paz.

For politicians and residents alike, protecting mobile home parks has become a priority, as mobile homes are one of the last remaining affordable housing options, and some say well-placed mobile home parks could become one of the primary solutions to homelessness.
